Infrastructure Finance advisors provide technical assistance to enhance emerging market governments' capacity to develop financially sound infrastructure programs, including the use of direct financing and the effective application of the Public-Private Partnership (P3) model. Using both a project-specific approach and a longer-term focus on institutional improvement, the Government Debt and Infrastructure Finance Team (GDIF) combines its infrastructure project experience with OTA's expertise assisting governments worldwide make informed financial decisions. OTA’s Infrastructure Finance advisors are committed to building the capacity of government officials to implement successful infrastructure projects by providing hands on technical assistance as well as policy advice to senior officials and staff at the Ministries of Finance, Public Works, and related agencies in host countries.

The U.S. Department of the Treasury, Office of Technical Assistance (OTA) is recruiting individual personal services contractors to serve as resident (long-term) and/or intermittent (short-term) Government Debt Management Advisors to provide technical assistance and policy advice on government debt and debt capital markets in emerging markets worldwide. Candidates must be U.S. citizens with 1015 years’ experience in government debt issuance/management or related fields; language skills (Spanish, Portuguese, French) are highly desirable for certain posts and Secret-level background/security clearance is required.
