Summary
The State of Maine Department of Health and Human Services, through its Office of Child and Family Services, is seeking proposals for a five-year outcome evaluation of Maine’s Family First Prevention Services. The selected contractor will assess service effectiveness, costs, duration, child placement and re-entry outcomes, participant demographics, and implementation fidelity, while providing technical assistance and quarterly progress reports. This is an open procurement for evaluation services—not a grant program—with an initial performance period from October 1, 2026, through September 30, 2028, and two optional renewal periods.
