The Environmental Security Technology Certification Program (ESTCP) is soliciting pre-proposals through a Broad Agency Announcement for technology demonstrations that address Department of Defense environmental and installation energy requirements. The U.S. Army Corps of Engineers National Capitol Region Humphreys Engineer Center Support Activity is managing this solicitation on behalf of the DoD, and eligible respondents include small businesses and other-than-small businesses. Pre-proposals (five-page) must describe technology maturity, technical objectives, DoD benefits, transition potential, and cost; submissions are required through the SERDP and ESTCP Management System (SEMS) with the pre-proposal deadline on March 12, 2026.

Throughout this document, “technology” refers broadly to integrated systems based on any combination of hardware (equipment) and software (processing), materials engineering processes, and resource management devices, methods, tools, or models based on scientific principles. Technologies appropriate for demonstration and validation will be sufficiently mature that all required laboratory or other proof-of-concept work has been completed. Commercial technologies already in broad use are not considered appropriate for demonstration and validation.
