Task #1: Kick-Off Meeting: No later than three (3) business days after the effective date of the award, the Contractor shall meet with the Contracting Officer (CO), the Contracting Officer’s Representative (COR) and other interested CBP personnel via teleconference. This meeting will ensure all parties have a common understanding of the contract requirements. In addition, the Government and Contractor will discuss the service objectives, planned course of action for transition into the requirements as well as Background Investigation actions to be taken, milestones for the same, and deliverables. The Contractor shall first be allotted 30–45 minutes to conduct a briefing describing the firm’s planned approach, followed by a discussion of the overall requirements. The Contractor shall be prepared with appropriate briefing materials. Task #2: Staffing Plan: Each employee of the Contractor who shall be utilized to fill Caregiver or Supervisor positions must complete and pass the appropriate CBP Level Background Investigation (CBP BI) before being allowed to commence work in accordance with Section 3.0 of this SOW. The CBP BI process is costly to the Government and resource intensive to both the Government and the Contractor. From beginning to end, the entire process could take up to 90 days to completion or being cleared for work. Thus, it is critical for the Contractor to pre-screen all personnel and provide adequate support and oversight to those individuals who the Contractor submits for a CBP BI. The Contractor shall develop, maintain, update and revise as needed, a well-designed Staffing Plan for both recruiting personnel, pre-screening personnel in accordance with the pre-screening requirements as outlined in the contract, and maintaining administrative control of personnel to ensure successful completion of the CBP BI process. Based on historical contract actions for the same or similar requirements, the development and use of a robust and viable Staffing Plan is critical to success of this type of labor-intensive contract.
