Requirements for a high resolution, high accuracy digital reference multimeter (DMM). This reference multimeter is being purchased as a replacement to the current Fluke 8508A/01/AF, which serves as a base measurement standard to the precision measurement equipment laboratories (PMEL) across the Air Force. The reference multimeter shall enable and directly support the calibration of a multitude of test, measurement, and diagnostic equipment (TMDE), including, but not limited to multifunction calibrators, standard decade resistors, voltmeters, battery analyzers/chargers, power supplies, countermeasure dispenser testers, precision millivolt simulators, gaussmeters, voltage dividers, capacitors,
transconductance amplifiers, ohmmeters, handheld multimeters, etc. This DMM shall be multi-function with a minimum of DC Voltage, DC Current, AC Voltage, AC Current, Two-Wire Resistance, Four-Wire Resistance, and Capacitance measurement capability. It shall also have real-time Ratio measurement capability for DC Voltage, AC Voltage and Resistance functions via front and rear input terminals, as well as the capability to be used as a Null Meter. The DMM shall be of sufficient quality and uncertainty, as described below, that it may be used as a stand-alone reference standard and transfer standard for many calibration procedures. This item shall be supported by and compatible with the calibration system described in part A of this purchase description.
