The scope includes surveys, topographic data, utility coordination, traffic analysis, signal design (mast arms and detection), and complete drawings/specifications; firms will be evaluated by a scoring matrix that emphasizes firm and project team experience, technical and functional approach, and cost. Proposals must be submitted through the State of Utah Public Procurement Portal/Bonfire (per the buyer posting), require prequalification and insurance/bonding (including a 5% bid bond and specified insurance limits), and have an active due date in mid-December 2025.
