CRITICAL SYSTEMS ENGINEERING RESPONSIBILITIES CONSIST OF OPTIMIZING MISSION SYSTEM CAPABILITIES TO MAXIMIZE HST OPERATIONS EFFECTIVENESS AND SCIENCE PRODUCTIVITY.
