The City of Unalaska and the City of Saint Paul entered into a Memorandum of Agreement (MOA) to jointly administer the taxation of 2025-2026 Bering Sea Snow crab landings. This MOA implements an underlying Snow Crab Exemption Contract, which allows North Region Snow Crab and Central Bering Sea Fishermen's Association (CBSFA) Flexible Shares crab to be delivered to Unalaska and Akutan instead of Saint Paul. To compensate Saint Paul for lost tax revenue, Unalaska will collect a 3.5% seafood tax on North Region Crab and a 2% seafood tax on CBSFA Flexible Shares crab, and remit these amounts to Saint Paul (less a 1.5% administrative fee). The agreement also outlines the allocation of Alaska Shared Fisheries Business Tax attributable to these landings for the 2025-2026 season.

ActiveThis Exemption Contract facilitates the in-season landing of North Region-designated Bering Sea Opilio crab (up to 3,107,021 pounds for the 2025-26 season) and CBSFA Flexible Shares (257,872 pounds) in Akutan and/or Unalaska, rather than Saint Paul, Alaska. This deviation from regional landing requirements is due to a severely diminished BSS resource and the unavailability of processing facilities in the North Region. To compensate Saint Paul for lost tax revenue and economic benefits, the contract establishes monetary relief based on seafood sales taxes (3.5% of Exempt Crab gross sales and 2% of CBSFA Flexible Shares gross sales) and State Fisheries Business Tax, which will be collected and remitted by the 'Taxing Municipalities' (Akutan, Aleutians East Borough, and Unalaska).
