The Bonneville Power Administration (BPA) is offering Regional Dialogue contract customers a one-time option to terminate their election to serve Above-Rate Period High Water Mark (RHWM) Loads at the Tier 2 Load Growth rate. This opt-out, which was requested by Northwest Requirements Utilities, has been approved by BPA as it is consistent with the Tiered Rate Methodology and causes no cost shift concerns. Customers wishing to exercise this option must provide written notice to their BPA Power Services account executive by September 30, 2016, and sign a Regional Dialogue contract revision by March 31, 2017. This election change will impact service for the third Purchase Period (FY 2020-2024) and potentially future periods up to FY 2028. Customers who opt out can elect Tier 2 Short-Term rates or utilize non-federal resources for their Above-RHWM Load.
