Gating requirements: attendance at a mandatory pre-proposal site meeting (required to submit), California DIR registration, Class A contractor license, compliance with California prevailing wage laws, and acceptance of OCWD’s standard Services Agreement. Technical minimums include lead operators with ≥5 years airlifting/reverse-circulation experience and specified high-flow experience (300–500+ gpm depending on well type). Submittal requirements include three hard copies plus one electronic flash drive; evaluation weighting: 50 pts experience/team, 25 pts past performance, 25 pts price.
