The Oklahoma State Department of Education (OSDE) is seeking information from qualified suppliers regarding a Literacy Screener. The purpose of this Request for Information (RFI) is to identify assessment systems that will serve as a universal literacy screener aligned to the Oklahoma Academic Standards. Suppliers that meet all mandatory criteria for kindergarten, first, second, or third grades will be included on a list of approved literacy screeners upon approval by the State Board of Education, permitting school districts to negotiate contracts for the stated purposes. The screener data will be used at the beginning, middle, and end of each academic year to measure student achievement. The literacy screener will fulfill the requirements outlined in the Strong Readers Act by identifying students with reading difficulties, including risk for the characteristics of dyslexia. These assessments will be administered during regular school hours and will inform teachers about their students' reading abilities and deficiencies.

The Office of Management and Enterprise Services (OMES), Central Purchasing Division, is seeking responses on behalf of OSDE from potential vendors to provide a contract for the purchase of a MTSS Needs Assessment (also known as the Tiered Fidelity Inventory) which is defined as a structured interview and rating form that the proposed vendor must conduct with the LEAs to identify strengths and weaknesses across the 5 domains of MTSS.

Provide a contract for the purchase of an external evaluation services of the Comprehensive Literacy State Development Grant (OCLSD). This contract is for an external evaluator who can assist the OCLSD team in collecting, analyzing, and reporting data required for the annual performance report.
