New Braunfels Utilities (NBU) is requesting Statements of Qualifications (SOQ) for the development, management, and implementation of a Lead and Copper Rule Revision (LCRR) and Lead and Copper Rule Improvements (LCRI) Compliance Program to meet EPA and TCEQ regulations. The work includes development of a Lead Service Line Replacement Plan (NBU identified ~3,500 service lines needing replacement), a sampling program (including schools/childcare), public education/outreach, funding assistance (including recommending use of a $24 million TWDB loan), and construction management/oversight. The anticipated contract term runs from December 2025 to October 2037 with milestones (e.g., completion of the Lead Service Line Replacement Plan by October 1, 2026).

New Braunfels Utilities (NBU) issued an RFP seeking construction services for the Western Downtown to Morningside PZ Conversion, including installation of approximately 17,000 linear feet of watermain piping (sizes 4" to 18"), PRV installation, grout abandonment/removal of existing piping, traffic control, SWPPP, restoration and related appurtenances. The project was designed by Quiddity Engineering, LLC and NBU will select a qualified contractor through this RFP process. The solicitation includes project plans, specifications, and an addendum listed on the buyer's OpenGov portal; vendors must register on OpenGov to download documents and submit an electronic response.
