The Minnesota Department of Public Safety's Office of Traffic Safety (OTS) seeks a qualified responder to update its Policy and Procedure Manual to align with the revised OTS structure and to ensure compliance with federal and state grants management requirements. The selected contractor will provide a comprehensive update of the manual and submit the required technical and cost proposal documents as specified in the solicitation.

Coordinate, manage, and execute a comprehensive advertising and marketing-based recruitment initiative for the state patrol. Seeks proposals from experienced and qualified law enforcement recruiting firms capable of 1) conducting market research, audience testing, data analysis, and tailored recruitment strategy; 2) creating impactful advertising and messaging collateral that can be distributed through both traditional and digital advertising channels; and 3) providing media buyer/media broker services. For example, the creative aspects of the initiative may include leveraging and positioning of current MSP branding and messaging, photography, graphic design and videography, and development of recruitment specific social media collateral for dissemination on social media platforms. The campaign must be based on up-to-date market research, testing and analysis, and evidence of successfully engaging law enforcement agency efforts to attract and retain individuals to the law enforcement profession. The awarded Contractor will suggest recruitment approaches and tasks with a proven record of past success that can be viably incorporated into recruitment initiative. The term of this contract is anticipated to be from January 1, 2026 to December 31, 2026, with options to extend up to an additional four (4) years in increments determined by the State.
