The State of Maine Department of Health and Human Services (DHHS), Office of Child and Family Services (OCFS), is soliciting an Implementation Reviewer to evaluate and report on administration of psychotropic medications to children and youth in DHHS custody as required by the Bryan C. settlement agreement. The reviewer will sample and analyze data, draft and issue timely reports (drafts within four months of each reporting period with 21 days for comment), perform secondary prescription reviews as needed, and develop corrective action plans if performance criteria are not met. The initial contract runs April 1, 2026March 31, 2028 with three optional renewal periods and an estimated value range of $50,000$150,000 (HigherGov AI estimate).
