Scope: Preventative Maintenance (Level A) at 5,000 miles/6 months and Minor Repairs (Level B) including diagnostics, brake, transmission, cooling, A/C, electrical, emissions/safety inspections, towing/after-hours retrieval; tire replacement and wheel alignment excluded. Key supplier requirements: service facility in Charleston metro, capacity to store ≥150 vehicles, ASE-certified technicians (min 4 years), onsite Blueprint Certified Technician during business hours, ability to perform state safety/emission inspections, warranty 90 days labor (manufacturer warranty on parts), parts billed at actual cost plus markup, specified lubricant brand restrictions, compliance with OSHA/EPA, and sealed physical bid submission. Bids may be rejected/waived and county may request subcontractor approval; county reserves right to inspect parts and limit repairs over $350.
