State of Florida Department of Revenue requests information for a vendor-hosted SaaS emergency mass notification system to rapidly communicate with ~4,500 employees plus contractors. Requirements include integration with daily People First HR uploads and routine manual contractor uploads, an authoritative identity store so the system functions when People First or the Department network is unavailable, multi-region/redundant availability, support for at least 5,000 contacts, self-registration and non-admin user contact preferences that are not overwritten by HR uploads, templated and ad-hoc messaging, preview mode, scheduling, polling, at least 450 characters per SMS (not truncated), exportable per-user time-stamped metrics and reporting, event grouping/archiving/editing, admin role/tiering and unlimited groups, panic-button integration, multiple MFA methods, option to disable embedded AI, live phone support for outages, and training/SLA expectations. The RFI also requests a cost methodology (no pricing) and attachments for technical and general questions.
