This document serves as a public information session detailing the Township of Scotch Plains' Downtown Redevelopment Plan. The plan aims to revitalize the downtown, address affordable housing obligations, and foster economic development by creating a vibrant, mixed-use community with residential, retail, and commercial opportunities. Key priorities include consolidating parking, preserving human-scale design, encouraging public spaces like outdoor dining, and adhering to 'Complete Streets' principles. The intended outcome is a connected, dynamic, and enduring community destination, with an estimated full build-out within 7-10 years from 2026.

The council held an emergency meeting to adopt resolutions regarding the hiring of a new municipal court judge, enabling the judge to begin service. Additionally, the Mayor provided an update on the public works department's efforts in clearing streets and sidewalks following a recent storm, including coordination with school operations regarding potential closures.

The Council meeting included several proclamations and recognitions. The Council proclaimed March 12th as National Girl Scout Day, honoring the history and community contributions of the Girl Scouts. Recognition was also given to a local resident named Grand Marshall of the Union County St. Patrick's Day parade, and attention was brought to Multiple Sclerosis Awareness Week. Additionally, the Council officially recognized and congratulated the Scotch Plains Fanwood High School boys varsity ice hockey team for winning back-to-back Kelly Cup championships and the boys varsity swim team for their successful season and performance in state championships.

The council held a proclamation ceremony to celebrate Black History Month, which featured a presentation by the Scotch Plains-Fanwood High School Black Student Union. Additionally, the meeting included the swearing-in ceremony for the new Chief of Police, David Levery. The council also addressed a public concern regarding noise levels and hours of operation for the pickleball courts at Kramer Fields, with a commitment to follow up through the recreation department.

The reorganization meeting commenced with compliance announcements regarding the Open Public Meetings Act and the Pledge of Allegiance. Key agenda items included the nomination and appointment of Deputy Mayor Matt Adams, followed by the Mayor's 2026 message focusing on commemorating the 250th anniversary of the Declaration of Independence, plans for time capsule opening and community celebration, and updates on civic projects such as the master plan review, preservation of the former Highland Swim Club property, downtown revitalization, and plans for a new emergency services building. The Mayor also addressed the municipal property tax revaluation process. Additionally, the manager announced the retirement of Chief Breal and the promotion of Captain David Levery to Chief of Police, effective February 1, 2026. The meeting addressed public comments primarily concerning ADA compliance and fire lane width related to new developments, which prompted the Mayor to coordinate follow-up with the planner and fire department. Council members expressed enthusiasm for the upcoming year and redevelopment efforts.
