The plan focuses on three primary strategic pillars: protecting and improving water quality in the district's lakes, providing a safe boating environment for the public, and enhancing public access to all navigable bodies of water. Key initiatives include controlling undesirable vegetation, minimizing urban encroachment, preserving wildlife habitats, monitoring upland activities affecting water quality, conserving and controlling lake water levels, increasing water storage and aquifer recharge, managing navigational hazards, and regulating the construction and placement of docks and seawalls.
