The Ross County Comprehensive Plan aims to guide future growth and targeted development while preserving the county's historical and agricultural character. It envisions a thriving community with flourishing families, growing businesses, and welcoming visitor experiences. Key pillars include promoting economic growth, ensuring balanced development, increasing housing stock, improving transportation, expanding utilities, enhancing quality-of-life assets, strengthening public safety and healthcare services, supporting agriculture, and fostering cross-jurisdictional collaboration. The plan sets objectives for population growth, job creation, site readiness, and residential unit development by 2031.

The board conducted an election for the positions of Chairman, Vice Chairman, and Secretary. A significant portion of the meeting was dedicated to a comprehensive plan discussion, with members voting to support the development of a long-range strategic plan for the county. Additionally, the commission reviewed draft model subdivision regulations and approved a maintenance agreement for property on Morton Road following the resolution of outstanding signature requirements.

The commission discussed an access management appeal regarding a requested change in land use access from agricultural to residential, which was tabled for a prosecutor's legal opinion. Additionally, the commission reviewed a conservation subdivision concept proposal involving modifications to lot frontage and area requirements. The proposal was approved subject to conditions including the submission of a traffic impact study and coordination with the County Engineer. Other business included an update on the selection of a consultant for the Comprehensive Plan and a review of the draft fair survey.

The commission reviewed and approved a variance request from David E. & Margaret Daugherty regarding minimum lot frontage and lot depth to width ratio requirements. Additionally, staff discussed the development of a comprehensive plan, noting that the project contract is expected to be signed soon and will involve the commission in subcommittee work over an 18-month duration.

The Commission reviewed a request for a variance from Section 2.8 Access Easement Standards regarding minimum easement width and maximum lot counts for a property on Watson Road in Jefferson Township. Following a review of the survey and site constraints, the Commission recommended approval of the variance conditioned upon the applicant entering into a maintenance agreement with the affected estates and agreeing to no further lot splits, with the total number of lots capped at six.
