The council received updates from the Mayor regarding the budget process, various development projects including the Silver Lane Plaza and Church Corners Inn, and upcoming infrastructure initiatives. The US Army Corps of Engineers presented results from a flood risk management study for the local levee system. The council approved grant applications for the East Hartford Police Department, referred a list of properties with delinquent taxes to the Tax Policy Committee, authorized several reappointments to town boards, and approved numerous outdoor amusement permit applications for upcoming local community events. Furthermore, the council approved a legal settlement regarding a workers' compensation claim.

The commission conducted a workshop session for a comprehensive rewrite of the zoning regulations, including a review of updated draft regulations and a presentation on proposed changes such as design review and document re-organization. Plans were made for a future public information session to share the draft materials online. Additionally, the commission discussed potential revisions to existing cannabis zoning regulations to align with state definitions and better accommodate current license holders, with plans to review a revised text application in the future.

The commission reviewed three main agenda items: an extension of a special permit for Goodwin College to use a parcel as a recreation space; a request to change the use of a property at 179 Main Street from a gasoline service station and auto repair garage to a gasoline service station and convenience store, including site improvements; and a text amendment to add definitions for Brewery and Brew Pub and include them as special permit uses in various business and industrial districts.

The workshop focused on a Land Use Boards 101 training presentation regarding the roles and responsibilities of the Planning & Zoning Commission, the Zoning Board of Appeals, and the Inland Wetlands-Environment Commission. Key topics included the sources of legal authority for these boards under the town charter and state statutes, upcoming mandatory training requirements for municipal land-use officials, ethical codes and conflict of interest standards, and adherence to Freedom of Information requirements. Additionally, the discussion emphasized the importance of board members operating strictly within their designated purview to protect board decisions from potential legal challenges.

The committee discussed the upcoming annual tax lien sale for delinquent properties, including both standard real estate and mobile homes. Key topics included the collection process, the impact of offering payment plans for mobile home owners facing financial hardship, and the exploration of new enforcement strategies using specialized legal counsel. The committee recommended authorizing a request for proposal (RFP) for the sale of tax liens, subject to specific conditions such as mandatory owner notification, payment plan criteria, and final approval by the Town Council.
