The meeting commenced with a prayer and pledge of allegiance, followed by a roll call confirming a quorum. Key agenda items included the approval of the current agenda and the minutes from the October 27th meeting. A significant portion of the session was dedicated to special recognitions, including honoring Bruce Wentworth for his extensive service to county veterans and introducing the new Veteran Service Officer, Chris Linton, who outlined ongoing and planned veteran support programs such as Operation Commissary and a prospective PTSD support group. State Representative Michael Hail provided an update on legislative achievements, such as securing funding for local governments, covering SRO costs, and efforts related to transfer tax allocation and ambulance rate increases. New business involved the approval of five budget resolutions, covering increases to SRO funding through state grants, jail maintenance budget adjustments, mental health and housing development grants, highway public works funding for bridge work, Board of Education grant resolutions, and the allocation of proceeds from surplus drug patrol unit equipment sales.

The Smith County Hazard Mitigation Plan aims to identify and address the community's risks and vulnerabilities to natural and man-made hazards. Its primary goals are to protect citizens' lives and health, decrease structural vulnerability through mitigation planning, and encourage public support for mitigation benefits. The plan focuses on reducing human, environmental, and economic costs by implementing long-term mitigation initiatives, thereby building a safer and more resilient community. Key hazards assessed include flooding, tornadoes/severe storms, freezes/winter storms, drought, and earthquakes.

The committee discussed the approval of interview procedures for the Director of Finance position. They established that candidates would be interviewed individually following a blind draw to determine the order. The chairman was designated to ask the questions, with follow-ups allowed by other members. The committee also agreed to review and approve a list of interview questions.

The meeting included discussions and decisions on various topics, such as the Keep Smith County Beautiful fall cleanup day, updates on the Gornsville EMS station, and American Recovery Act funds. The commission also addressed vaccine mandates, Baker Industrial property, and redistricting maps. Approvals and resolutions included a statutory bond for the Smith County Road Commissioner, budget amendments, and the appointment of Kurt Bass to a vacant position.

The meeting included nominations for District One and District Six seats. Budget amendments for the general fund and solid waste were discussed and approved. A resolution for Omnia partners was approved for county purchases. The lease of a caterpillar 352 excavator for the landfills was approved. Policy amendments were discussed. Notaries were approved. The County librarian has resigned and they are looking for a qualified librarian.
