The plan identifies a critical need for increased financial investment to address asset deterioration, noting that 86% of facility value and 31% of equipment value are in poor or critical condition. It outlines strategies for prioritized repair and replacement, emphasizes preventative maintenance, and recommends establishing a separate capital budget to guide future maintenance and capital improvements for long-term sustainability.
