The council held a closed session regarding business development, followed by a public meeting where they approved the purchase of a zero-turn diesel turf mower. The Police Chief provided updates on personnel retirements, recruit training, and upcoming safety training programs. The council conducted public hearings for a 200-lot planned unit development at Gannon Farm, which was continued to a later date, and discussed a proposed new zoning code and map. Additionally, the council passed Ordinance No. 769 regarding the Police Board, reviewed public comments on residential vehicle parking, and approved invoices totaling $3,619,270.20.

The council reviewed and approved a request to modify the parade route for the Move the Monument Coalition March to the original path submitted by the applicant, based on safety considerations confirmed by the Chief of Police. Additionally, the council approved a Public Assembly Permit for the Easton High School Class of 2021 Senior Parade.

The commission addressed several applications for properties within the Historic District. This included approval for the demolition and renovation of a garage, the installation of wall signage at a coffee roastery, and the installation of a fence. The commission also reviewed administrative approvals for in-kind roofing renovations and discussed a request regarding the addition of a digital keypad to the Waterfowl Building, concluding that it constitutes maintenance. Additionally, a discussion item concerning roofing material feasibility was deferred due to the applicant's absence.

The council discussed the implementation of a police cadet program, the creation of a new dog park at Brewer's Lane, and upcoming capital projects involving vehicle purchases and street paving. Several legislative items were addressed, including approval of the Waterfowl Festival transportation plan and food vendors, the acceptance of Flood Avenue from Talbot County, and a fee-in-lieu arrangement for the airport obstruction removal project. Additionally, the council held first readings for ordinances regarding the Police Board and land acceptance, and passed a resolution concerning American Rescue Plan Act distributions.

The Commission addressed several applications for property alterations, renovations, and new construction, including approvals for projects at 5 E Earle Avenue, 216 S Washington Street, 11 S Harrison Street, and 305 South Street with specific modifications. An application for demolition and renovation at 507 Goldsborough Street was tabled. Additionally, the annual election for Chair and Vice-Chair was tabled, and the Commission held a discussion regarding the feasibility of using synthetic roofing shingles on historic properties.
