The Planning and Zoning board meeting primarily focused on Ordinance 2020-13, a proposed amendment to the Atlantic Avenue Estates development agreement. The Code Enforcement Special Magistrate Meeting focused on five hearings. The meeting involved a discussion of compliance dates and the total fines for 29 violations. The property owner had the opportunity to request a reduction or rescission of fines. Specific violations discussed included exterior paint, soffit and fascia, a sewer lift station, exterior plumbing, electrical work, and a dumpster enclosure. The meeting also addressed the availability of contractors during the COVID-19 period.

The Code Enforcement Special Magistrate Meeting addressed several code enforcement cases. One case involved a property owner who had made progress on addressing violations but was still not fully compliant. The magistrate reviewed the progress, noted remaining issues, and imposed administrative fees and daily fines until compliance is achieved. The meeting also included approval of the minutes and a discussion of the process for handling cases where the property owner is absent.

This workshop continued charter reviews started in February, focusing on charter amendment ballot summaries and language. Key discussion points included potential options for council member compensation, addressing inconsistencies between existing charter language and ordinances. The council considered various approaches, including leaving the charter provision unchanged while modifying the ordinance, or amending the charter to include a specific compensation calculation scheme. The council also discussed the timing and effective date of any changes, aiming for a solution that avoids the appearance of self-serving salary increases. The final decision was to adjust the ordinance to align with the charter, with salary changes effective after the November 2022 election.
