It uses a SWOT analysis to set big-picture goals focused on promoting strengths, overcoming weaknesses, maximizing opportunities, and eliminating threats. Key goals include improving forest health and diversity, enhancing interpretation of historic resources, improving trail signage and sustainability, and fostering a "Friends" group to support park efforts.

The plan also aims to strengthen historic knowledge, improve maintenance practices, and renovate the Civilian Conservation Corps building for exhibits.
