The mission is to provide efficient, innovative, and responsive services for acquiring information technology, construction, goods, and services through effective competition. It also focuses on providing guidance and training to ensure compliance with laws, policies, and practices, promoting integrity and public confidence in the acquisition process.

The committee meeting included a presentation and discussion of sub-committee recommendations regarding the implementation of a methodology to measure the cost-benefit ratio of rating systems. Key issues addressed were the evaluation period for return on investment, sustainable construction practices to be measured, and methods for A/E employees to measure the Cost Benefit ratio. The committee discussed using a 10-year evaluation period, measuring energy-based utilities, water usage and disposal, and maintenance savings. Concerns were raised about potential increases in A/E fees and the need for agency buy-in. OSE was recommended to create a survey for agencies to gain their input.

The meeting included a presentation of the "Recommendation Survey" results regarding the cost-benefit ratio of rating systems. The survey results aligned with the sub-committee's recommendations. A motion was passed to adopt the recommendations, and discussions ensued regarding the adoption of a policy and the next steps.

The minutes from the October 26, 2016 meeting were approved with a correction, and the minutes from the November 30, 2016 conference call were also approved. A draft report from the sub-committee regarding the cost-benefit ratio of the rating system was presented and discussed, raising questions about the cost of analysis and the time required for design comparison. A survey on ASHRAE from student chapters is to be developed. The next meeting was scheduled as a conference call.
