The Commission conducted a public hearing regarding two contested case matters, File Nos. 2025-110B and 2025-125B. The hearing involved the presentation of testimony from witnesses and legal representation for the respondent and an intervening party.

The Commission addressed several administrative and enforcement matters. The Executive Director provided updates on the Citizens' Election Program season, pending enforcement cases, grant application processing, audit lottery regulations, and IT infrastructure upgrades. The Commission reviewed and approved numerous applications for public grants from the Citizens' Election Fund. Additionally, the Commission adopted consent orders regarding referral matters from the Secretary of the State and made determinations regarding the necessity to investigate various complaints. Personnel matters concerning an employee's performance were discussed, resulting in the approval of a request for an unclassified salary adjustment for the Executive Director.

The Commission received a comprehensive report from the Executive Director covering agency operations, staffing, interagency relations, legislative activity, financial performance, audit progress, compliance efforts, enforcement backlog reduction, and IT modernization. Staff members presented overviews regarding internal commission processes, including clerk duties, complaint handling, hearing procedures, naming conventions, and subpoena protocols. Additionally, the meeting included an executive session to discuss strategy and negotiations regarding pending claims, followed by a review of legal recommendations concerning alternative case resolution, investigation standards, and penalty considerations.

The commission conducted a regular telephonic public meeting to review and approve applications for public grants. The board discussed and formally approved general election grant applications for the Friends of Kathy Austin committee and the Lapin for CT committee after determining that both met the required contribution thresholds.

The commission reviewed administrative reports regarding staffing updates, the conclusion of the 2026 legislative session, and the impact of state budget cuts on the Citizens' Election Fund. Enforcement updates were provided regarding active complaints and audit progress. The commission deliberated on several pending complaints and investigations, resulting in the adoption of various consent orders and notices of dismissal. Additionally, the commission evaluated recommendations of counsel regarding the necessity of investigations for several new and existing files and conducted an executive session to discuss strategy and negotiations related to pending claims.
