It also covers definitions, application, designation of a local administrator, establishment of development permits, duties and responsibilities, right of entry, stop work orders, permit revocations, liability, permit expiration, and provisions for flood hazard reduction, including construction standards, utility standards, and standards for streams, shallow flooding zones, and subdivision proposals.

The Nelson County Fiscal Court discussed and adopted Ordinance #2025-005 relating to the Personnel Ordinance, Classification and Compensation Plans, Personnel Policies and Procedures. The resolution addresses the setting of fees, penalties, late fees, and other costs associated with Solid Waste management in Nelson County, as instructed by Ordinance 2024-005. It sets the monthly fee for residential and small commercial customers at $21.21 per month for those using six cans or less per week. Reduced rates are available for permanently disabled residential customers earning less than 200% of the poverty rate and senior citizens above 65 years of age earning less than 100% of the poverty rate. A waiver from the monthly garbage fee is available for residential customers with a military service-related disability. The resolution also details dumpster fees based on size and frequency of service, tipping fees for contained landfills, roll-off trash box fees, high-density waste fees, and bulky item pickup fees.
