The 2026 National Housing Trust Fund (NHTF) Allocation Plan outlines the Alabama Housing Finance Authority's (AHFA) strategy for distributing funds to increase and preserve affordable rental housing. The plan prioritizes addressing housing needs for extremely low-income (ELI) and very low-income households, focusing on new construction projects. Key strategic pillars include ensuring geographic diversity, evaluating applicant capacity, and maintaining long-term affordability, with specific emphasis on serving vulnerable populations such as ELI veterans, individuals experiencing homelessness, and those with physical or mental disabilities. It also details the application process, funding criteria, and performance goals aimed at reducing ELI veteran homelessness and improving access to affordable housing and support services.

The Alabama Rural Health Transformation Program (ARHTP) aims to transform Alabama's healthcare delivery system, specifically targeting rural counties. Guided by principles of transformation, sustainability, and accountability, the program focuses on improving healthcare access, quality, and outcomes. Key strategic pillars include promoting innovation, fostering partnerships, enhancing infrastructure, bolstering workforce investment, making rural America healthy again, ensuring sustainable access to care, developing meaningful workforce, sparking innovative care, and deploying needed tech innovation. The plan outlines eleven initiatives spanning IT infrastructure, rural health services, maternal and fetal health, workforce development, cancer prevention, simulation training, EMS trauma and stroke, EMS treat-in-place, mental health, community medicine, and rural health practice.

The meeting included discussion of legislation updates, specifically SB54, which updated the language of the existing bill and added nine slots to the ATCAB. There was a discussion about the Tourism initiative, including improvements to the Alabama Top Trails brochure, and feedback from the Canada's Wild Outdoor Expo. The annual report was presented, and there was a discussion on the HETAP grant implementation, including assessment equipment, a pilot project at Oak Mountain State Park, and training for trail developers. The Pinhoti Trail/Appalachian Trail initiative was discussed, including the possibility of extending the AT into Alabama and upgrading the Pinhoti to AT standards.
