The Town Council convened to discuss and pass two ordinances. The first ordinance changed the designation of the Town of Bynum, Texas, to the City of Bynum, Texas, without affecting its corporate existence or powers. It also adopted a new seal for the municipality. The second ordinance accepted the provisions of Title 28 of the Texas Revised Civil Statutes of 1925, as amended, relating to cities and towns.

The City Council convened to discuss and adopt an ordinance for the official seal of the City of Bynum, Texas. The ordinance was introduced by the Mayor and subsequently approved by the council members. The adopted seal is authorized for use by the City Secretary on official documents, and any conflicting ordinances are repealed.

The meeting included discussion and action regarding setting a public hearing and posting notice to consider the abandonment of City Right of Way on Hamlet Street. The council adopted ordinance #2024-0228 to close the section of road.

The ordinance provides safety standards for manufactured homes, allows pre-existing mobile homes to remain in place, and requires proof of ownership before issuing a specific use permit. It sets standards for anchoring HUD-code manufactured homes, skirting requirements, and conditions for renting or occupying mobile homes. The ordinance also addresses relocation and replacement of mobile homes, penalties for violations, and includes a severability clause.

The council discussed the appointment of applicants, including the consideration of Rosie Salinas's seat and the appointment of Billie Jean Freely to the council. An update was provided on the CLFRF Grant for the Generator Project Award, including the ordering and expected installation timeline of the generator, as well as the need for quotes for propane and tanks. The Mayor reported on setting up credit card payment capabilities, the removal of a tree blocking a street, and the approval of an interlocal agreement with Hill County Precinct 3.
