The Commission conducted public hearings and approved a Lot Line Adjustment application for KBT Properties LLC and two separate Use Permit applications for Valley Internet to construct wireless communication facilities. Additionally, the Commission recommended that the Board of Supervisors approve a zone text amendment regarding sign regulations in unincorporated Solano County. Administrative updates were provided regarding the cancellation of the subsequent scheduled meeting.

The Planning Commission held a public hearing regarding Use Permit Application No. U-23-03, submitted by Westervelt Ecological Services, for the development of the Cache Slough Mitigation Bank. The commission considered and ultimately adopted a resolution to approve the permit, including the adoption of a Mitigated Negative Declaration under the California Environmental Quality Act. Additionally, it was announced that the next scheduled meeting was cancelled due to a lack of agenda items.

The commission reviewed and voted on the North Village application, adopting separate resolutions for Lot E and Lot H after determining their conditional consistency with airport and air force base land use compatibility plans. Additionally, the commission evaluated and adopted a resolution finding the Solano County Sign Ordinance consistent with the Travis Air Force Base, Nut Tree, and Rio Vista Airport Land Use Compatibility Plans.

The commission held a meeting where the Wildlife Hazard Committee discussed upcoming quarterly meetings with Travis Air Force Base representatives for Bird Air Strike Hazard program updates. The commission also reviewed and determined that the City of Rio Vista Housing Element Update was consistent with the relevant Airport Land Use Compatibility Plans.

The Planning Commission conducted a public hearing and adopted a resolution recommending that the Board of Supervisors approve an addendum to the Solano County General Plan Final Environmental Impact Report and adopt the 2023-2031 Housing Element. Discussions included the calculation and distribution of the Regional Housing Needs Allocation (RHNA), the collection of housing needs assessment data, findings within the EIR Addendum, and the utilization of accessory dwelling units to meet housing requirements. Additionally, the commission received updates regarding the cancellation of the next scheduled meeting and upcoming revisions to procedural rules.
