The board reviewed the America 250 event, noting successful turnout and considering future annual summer events. Updates were also provided on summer camp enrollment and staffing, the Summer Concert Series schedule, and the implementation of increased programming fees for out-of-town seniors. Additionally, the hosting of National Night Out 2026 was discussed.

The commission reviewed and approved invoices for legal services. Significant work session time was dedicated to drafting and adopting a new chapter regarding the Town Administrator position, including qualifications, appointment, removal, and supervision responsibilities. The commission also reviewed and approved amendments to several charter sections, including easement procedures, Board of Selectmen structure, and road discontinuance processes. Additionally, preparations for an upcoming public hearing were discussed.

The commission will conduct a work session focused on reviewing and approving sections of alternate draft Charter language, which includes addressing public feedback and incorporating necessary technical changes.

The meeting included reports on call logs, the treasurer's financial status, and upcoming rabies clinics featuring dog registration and vaccination details. Old business covered a donation from the Horseman's Club of Bethany and expenses related to painting the mascot, Bubba, for the Memorial Day parade. New business items addressed the transition from the Active 911 system to the BRICKS system, updates on the management of the tag sale bank account, and the allocation of town funds for PPE, training, and trailer repairs.

The board discussed public inquiries regarding the installation location of a new HVAC system for the public works garage. A fiscal analysis report was reviewed. Key financial actions included recommending that the Board of Selectmen call for town meetings to approve fund transfers from the building maintenance reserve for the purchase and installation of oil-fired boilers at the library and an HVAC system for the public works garage. Additionally, a recommendation was approved to transfer funds from the fire apparatus reserve to cover emergency repair expenses for a fire engine.
