The City of Azusa's 2022 Legislative Platform establishes official city positions on legislative issues and outlines a strategic framework for advocacy. It aims to preserve local funding and authority, promote economic development, enhance transportation infrastructure, ensure fiscal responsibility, guide land use decisions, strengthen public safety, manage energy and water resources, protect the environment, address employee and labor relations, uphold election integrity, and combat homelessness. The platform serves as a reference for the City Council and staff to provide direction and facilitate the legislative approval process.

The City Council adopted balanced budgets for both fiscal years, aligning financial planning with key Council priorities. The City's financial position continues to improve, with a projected surplus in FY 2025--26 and FY 2026--27. The City's credit rating remains strong, maintaining a AA- grade from S&P Global Ratings, reflecting the City's sound fiscal management and overall financial stability. The adopted FY 2025--26 and FY 2026--27 budgets reflect both the City's solid fiscal condition and a resilient local economy supported by well-planned development, the strength of local businesses, and steady revenue growth.

The City Council will conduct a public hearing to receive testimony related to the proposed use of Community Development Block Grant (CDBG) funds for Program Year 2026-2027. The funds will be used for local housing improvement activities, public service, capital improvement, and community development programs benefiting low- and moderate-income Azusa residents. Public service projects include the Neighborhood Homework House and Senior Referral and Case Management. Housing and neighborhood improvement projects include the Code Enforcement Program and Housing Rehabilitation.

The Azusa Utility Board is considering a professional services agreement with Stetson Engineers Inc. to prepare a pipeline assessment study and replacement plan for Azusa Light & Water (ALW). ALW owns approximately 300 miles of water pipelines, many nearing the end of their useful life. The study will evaluate system condition, establish replacement priorities, and develop a cost-effective long-term replacement plan. Stetson Engineers Inc. was identified as the most qualified consultant following a competitive Request for Proposals (RFP) process. Staff recommends approving the contract award to Stetson Engineers Inc.

The public hearing concerns the adoption of Permanent Local Housing Allocation (PLHA) funds, allocated by the Los Angeles County Development Authority (LACDA). These funds aim to address affordable housing shortages by increasing the supply of affordable housing, assisting affordable owner-occupied workforce housing, aiding persons experiencing or at risk of homelessness, facilitating housing affordability, and promoting projects and programs to meet the local government's unmet share of regional housing needs allocation.
