The Council conducted a public hearing regarding a fee-in-lieu-of-ad-valorem tax and incentive agreement for Project Palmetto Rock. Representatives from Octapharma provided an overview of their company, including their mission to develop life-saving medicines from human plasma. The discussion highlighted a proposed $1.5 billion capital investment in a manufacturing plant, which includes a new laboratory and the relocation of corporate headquarters to York County. The project is expected to create 1,200 jobs with additional economic benefits for the region.

The Commission discussed the potential implementation of a nine-month temporary moratorium on data center development, including special exceptions, conditional use approvals, and site plan acceptances within unincorporated areas of the county. The objective is to pause development to allow the county to study impacts on the energy grid, critical resources, noise levels, property values, and potential infrastructure burdens. The Commission discussed the need to retain independent experts to conduct these studies and legal analyses, and considered whether to include infrastructure and broader economic impact assessments within the scope of the moratorium study.

The council meeting included the swearing-in of volunteers for various boards, including the Stormwater Appeals Board, Keep York County Beautiful, and the employee grievance committee. Recognition was given for Parks and Recreation Month, highlighting the department's growth and impact on the community. The public forum session featured testimony from citizens regarding concerns over the environmental impact of local industrial projects, zoning case 2606 in the Fieldstone neighborhood, and requests for transparency regarding tax revenue from business deals.
