The public hearing provided citizens with information about the Community Development Block Grants (CDBG) and Neighborhood Revitalization Grant (NRG), including eligible activities and program requirements. The City is applying for funds for new sidewalk on the east and west sides of 2nd Street and the south side of North Avenue. The project includes removing and replacing the existing sidewalk to its current dimensions, as well as replacing existing drive approaches. The hearing also covered public utilities, flood and drainage improvements along 2nd Street and North Avenue, street improvements, the alley behind Central School, fire facilities improvement, and sanitary sewer facility improvements. Concerns were raised about sidewalks that residents had recently installed being ripped up during the new project, to which it was explained that efforts are made to preserve sidewalks in good condition to maximize the use of funds.

The council discussed various topics including a liquor permit request for Fuel Depot LTD, citywide fall cleanup, properties on 4th St NW, 515 Fair Ave. NW, 130 5th Dr. NW, and 920 Tuscarawas Avenue NW. The council also discussed depository services, travel expenses for the Ohio Municipal League Seminar, the citywide drug policy, and an annexation. There were also discussions regarding a new website, car show, TGIF concert series, and Family Safety Day. The council also discussed the zoning on the west end of the City, a citywide cleanup, and historic districts. The council also discussed the annexation of certain territory in Goshen Township, fuel storage for gasoline stations, and amending and adjusting the permanent appropriations ordinance for the year 2003.
