The City Council meeting addressed several resolutions, including Resolution 489 for the 4-B McMurtry Literary Center, Resolution 490 for the 4-B Museum Project, and Resolution 491 for the 4-B Royal Theater. An amendment to the City of Wichita Falls Water Purchase Contract was approved, along with an interlocal contract with Nortex for the 2017-2018 TXCDBG fund. Resolutions were approved regarding Nortex TXCDBG services and the City Investment Policy. An ordinance amending the Code of Ordinances regarding signs was also approved. Finally, the Water Treatment Plant Project was tabled until the next meeting.
The City Council held a public hearing on a proposed tax increase, exceeding the no-new-revenue rate. The meeting included monthly reports from the City Manager, City Secretary, and AGCDC/4B. A budget workshop was conducted, and the council ratified a contract with AMR for ambulance services. The council also ratified the property tax increase, adopted the 2023-2024 FY budget, adopted the 2023-2024 property tax rate, amended water rates and solid waste fees, approved 2022-2023 budget revisions, and approved a resolution concerning a settlement between the Atmos Steering Committee and Atmos Energy.
A budget workshop was held to discuss the proposed 2024-2025 fiscal year budget. The council also addressed the proposed 2024 tax rate, with a motion made to adopt a rate of .74691 at a future meeting.
The City Council meeting included the approval of the consent agenda, monthly reports from the City Manager and City Secretary, and a presentation of the 2020-2021 fiscal year financial audit. The council tabled the 2021 Racial Profiling report and approved a contract with Jacob Martin for engineering services for the American Rescue Plan (ARP) project. They also approved the Certificate of Completion for the USDA raw water supply facilities project and the 4th quarter investment report.
