The City Council discussed placing a general tax measure on the ballot for the November 3, 2020, General Municipal Election. The measure proposes enacting a general transactions and use tax (sales tax) at a rate of one cent (1¢). The revenue from the sales tax would be placed in the City's general fund and used to pay for general City services. The City Council also reviewed and approved the San Jacinto Transactions and Use Tax Ordinance, which outlines the terms of approval, collection, and use of the general sales tax.
The ordinance discusses the implementation of a one-cent general transactions and use tax (sales tax) in the City of San Jacinto, to be administered by the California Department of Tax and Fee Administration. It outlines the purpose of the tax, the contract with the state, the transactions tax rate, place of sale, use tax rate, adoption of provisions of state law, limitations on adoption of state law and collection of use taxes, permit requirements, exemptions and exclusions, amendments, enjoining collection, and the duration of the tax.
