This document outlines the draft comprehensive plan for the Town of Pacolet for the year 2024. It serves as a strategic roadmap for the town's development and future initiatives.

The meeting included a presentation from Operation Grown Spartanburg, a discussion about potential development impacting a residential area, and reports from the Town Administrator and Police Chief. Discussions also covered sanitation service fees, amendments to ordinances regarding a Construction Board of Adjustments and Appeals, and building inspections and code enforcement. The council considered a contract with Duke Energy for attaching seasonal decorations to utility poles, selected individuals for the Pacolet Station Park Steering Committee, and discussed a contract with Municode for online code services. Employee Christmas bonuses for 2025 were approved, and contracts were awarded for the Public Works Building renovation/repair. The 2025 Town Council Meeting Schedule was adopted with a change to the January meeting date.

The meeting involved a discussion of the Town of Pacolet's zoning ordinance, including neighborhood/commercial requirements on Church St., permitted requirements for gas stations and satellite depots, and the use of "shall" vs "must" in Section 3-10. Concerns were raised about residential/agricultural zoning for 176, the number of districts, and the zoning of the Milliken property. There was also discussion about areas for mobile homes and their replacement, with conditional changes considered. A motion was made to approve the Zoning Ordinance and Map with conditional changes. Additionally, a motion was made regarding light industrial zoning on 176, but not heavy commercial zoning.

The council meeting included discussions on departmental needs, a demolition program focusing on one property per year, and updates on the Gateway and Clothroom projects. The Pacolet Youth Council is working on a mural for the Water Tower. The White Rose Cemetery Committee is preparing for the Farmer's Market, and safety concerns at the amphitheater are being addressed. The town is also working on purchasing a new trash truck and rebidding on vehicles. The first Farmer's Market is scheduled for July 4th.
