This document is a Comprehensive Plan Update for the Village of Attica, New York, serving as a foundational roadmap for its long-term development and growth. It addresses key areas such as land use, infrastructure, housing, transportation, environmental sustainability, and economic development. The plan is guided by Smart Growth Principles, focusing on revitalizing downtown areas, promoting resilient and sustainable development, fostering a desirable and inclusive economy, protecting and enhancing natural resources, strengthening governance and economic stability, and preserving history and heritage. It aims to address current challenges and position the Village for sustainable growth and an improved quality of life for its residents.

The meeting included discussions and actions on various financial matters, such as approving claims for the General Fund, Water Fund, Sewer Fund, Water Treatment Plant Capital, and Capital Water Distribution Line. Also, the board addressed the return of unpaid taxes to Wyoming and Genesee County, approved the bank reconciliation report from the treasurer for September 2025, and discussed an intermunicipal agreement for shared services with the Livingston County Water and Sewer Authority. Additionally, the board approved the proclamation of Edward Leo Bey as Grand Marshal for the Veteran's Parade, reclassified the Police Clerk position to Secretary to the Police Chief, and approved the County Snow and Ice contract. The board also authorized a representative to execute a grant agreement and the appropriation of a local match for wastewater treatment plant evaluation, and accepted new members of the Attica Fire Department. An executive session was held to discuss legal and personal matters.

The Board of Trustees held a public hearing for the Comprehensive Plan. Claims for various funds were approved. Reports were given by the Police Chief, DPW Foreman, Waste Water Treatment Plant Operator, Water Treatment Plant Operator, Town Liaison, and Village Administrator. The board discussed the Town and Village Water Distribution, the progress of the Water Treatment Plant, and a proposed fire truck purchase. They approved funding for Ben Martin's NYS DEC exam, accepted Amendment B for the NYS DOT Snow and Ice contract, and addressed personnel matters including resignations and new hires. Additionally, they approved training for Officer Jacob Smith, authorized funds for a new police vehicle, approved payments for water tank inspections and repairs, and approved attendance at Planning and Zoning Schools. The board also declared a Dodge Charger as surplus, entered into a water transmission line agreement with the Town of Attica, authorized the submission of a grant application for water infrastructure improvements, and authorized general obligation serial bonds to finance water system capital improvements. An executive session was held to discuss legal and personal matters.

The board held a public hearing regarding the use of the Water Reserve for the Water Fund and the purchase of a Zero Turn Lawn Mower using the Equipment Reserve Account. Transfers between various appropriations were approved. The board approved claims for the General Fund, Water Fund, and Sewer Fund, and also approved the bank reconciliation report from the treasurer. An agreement with the Town of Attica for rental space and for the Town and Village Recreation Program was approved. The board accepted an amendment to the original agreement with LaBella for the Water Treatment Plant Improvements Project. Additionally, the board approved paying for concrete for the America Legion sidewalk, engine repairs on a Dodge Charger, and Homeland Security and Emergency Services Training for officers. The board entered an executive session to discuss legal and personal matters.

The Village Board of Trustees convened to discuss several administrative and village-related matters. Key agenda items included approving claims, site plans, and bank reconciliation reports. The board considered joining a resolution with the Town of Attica to create a gradual transition speed zone on Rt. 98. They also discussed and approved ALERTT active shooter training for police officers, the purchase of a U.S. Passport Photo System, and the hiring of a full-time police officer. Additionally, the board addressed the reclassification of the Police Clerk position, recognized Halloween, discussed the use of building and firetruck reserves, and considered lead agency status for a water treatment plant project. A special meeting was scheduled to discuss the Village's submission to the Northern Border Regional Commission Catalyst Program. The board also reviewed estimates for fixing SCADA equipment and paving village roads, and entered an executive session.
