This document is the Annual Action Plan for Warren County, Ohio, for 2025, serving as the second year of the broader 2024-2029 Consolidated Plan. Its primary objective is to provide and facilitate services across several key areas: infrastructure improvements, workforce training, affordable transit, affordable housing, supportive services for seniors, public housing maintenance, and homelessness services and prevention. The plan also focuses on public facility and neighborhood enhancements, social services, job creation, and modernizing zoning codes to benefit low-to-moderate income residents and improve overall community development.

The 2024-2028 Warren County Consolidated Plan focuses on community needs in affordable housing, homelessness, special needs, and community development. It prioritizes resources and establishes goals to address community needs, including infrastructure improvements, workforce training, affordable transit, and supportive services for seniors. The plan also aims to increase the number of available public housing units, provide homelessness services and prevention, and address administrative and operating costs for service providers.

The Board of County Commissioners meeting agenda includes approving requisitions and authorizing the County Administrator to sign related documents; an executive session on personnel matters; and various consent agenda items such as personnel actions (approving probationary periods, pay increases, accepting resignations), general matters (authorizing surplus line statements, property damage releases, agreements with contractors and vendors, classroom training agreements, home placement agreements, and software agreements), and financial matters (creating bridge funds, approving appropriation adjustments). Additionally, the agenda includes items for consideration not on the consent agenda, such as approving appointments to the Area 12 Workforce Development Board and approving a change of township boundaries.

The Board of Commissioners meeting agenda includes approving requisitions and authorizing the County Administrator to sign related documents. A consent agenda covers personnel matters (hiring, leave donation, promotion), general items (agreements, proposals, bids, contract approvals, account certifications), and financial items (transfers, appropriations, adjustments). Discussions included 2023 Community Development Block Grant funding for public service and construction projects, and a 2023 Warren County Transit operations agreement with Universal Transportation Systems, LLC. A proclamation declaring March 2023 as Developmental Disabilities Awareness Month was also included.

The agenda included recognizing Colleen Chamberlain upon her retirement from the Mental Health Recovery Board. A public hearing continued to consider text amendments to the requirements and standards for the design and construction of streets and roadway facilities. Work sessions covered a request from W.O. Brisben Corporation and the 2024 budget. The consent agenda covered various personnel matters, including hiring, resignations, and position postings; general items such as establishing healthcare chargeback rates, approving policy changes, and awarding bids; and financial items such as approving supplemental appropriations and budget adjustments. Items not on the consent agenda included appointing a representative to the Area 12 Workforce Development Board and issuing a request for qualifications for engineering services for the Richard Renneker Water Treatment Plant.
