The Comprehensive Plan serves as the Town's blueprint, documenting the value-based aspirations and strategic direction for capital improvements. The Plan considers a 20-year time horizon of land use, facilities, services, and initiatives in Barrington. The Plan is updated every 10 years, with an implementation reporting requirement every five years.

These included the allocation of unassigned fund balance to capital reserve funds, authorization for issuing emergency and tax anticipation notes, and motions regarding budget adjustments for affordable housing assistance and school operating expenses. The meeting also covered the adoption of the Committee-on-Appropriations report, resolutions for levying and collecting taxes, establishing tax rates, electing a Committee-on-Appropriations, and other business affecting appropriations.

The CRC reached consensus on conceptual elements for a new budget approval structure, including separating the FTM's functions (budget hearing, amendment mechanism, voting), retaining the Committee on Assessment (COA) in some form, and electing COA members in a nonpartisan election. The CRC will continue discussions at its next meeting.
