The council is conducting a hearing in anticipation of a jury trial scheduled for October 18th. The discussions include resolving lemony issues, expert motions, and objections to exhibits. The council is also addressing concerns regarding a deposition and potential changes to liability theories.

The Tom Green County Commissioners' Court convened to address various issues, including approving the consent agenda with minutes and financial matters. They accepted the Roy K. Robb Post Adjudication Center Report and considered Memorandums of Understanding for psychological counseling and counselor oversight at the facility. The court discussed a request to paint murals on a trash container at the library entrance and renewed dental and health insurance programs. They also considered Texas County and District Retirement System rates for 2004 and reviewed the Auditor's Monthly Report for April. Additionally, they approved repairs to the Court Street Annex building, discussed the library expansion project, and approved contracts for library grants and telecommunications technology for people with disabilities. The court also addressed issues related to the Multi-agency Drug Task Force grant and approved a grant application for Homeland Security. They denied a request for waiver of Penalty & Interest TGCAD and later held a public hearing regarding a petition to increase the speed limit in Dove Creek Subdivision, ultimately approving the increase.

The Commissioners' Court meeting included discussions and approvals related to an Interlocal Agreement with the City of San Angelo for an Employee Health Clinic, covering the period from July 1, 2007, through September 30, 2008. The court also approved bills and purchase orders, as well as personnel actions including resignations, promotions, and new hires. Additionally, the court approved several line item transfers for the General Fund and Road & Bridge funds to cover expenses such as group health insurance, diesel fuel, equipment parts and repair, and capitalized road equipment.

The Commissioners' Court meeting included discussions and actions on various topics. The court accepted the consent agenda, which included approval of previous meeting minutes, approval of accounts allowable, acceptance of personnel actions, and acceptance of the Quarterly Solid Waste Report. The court also accepted the Treasurer's Monthly Report for March 2006 and adopted resolutions opposing revenue caps, supporting initiatives for the Red Arroyo Shared Use Pathway, and supporting a Brush Control Grant Application for an Ecosystem Restoration project at Twin Buttes Reservoir. Negotiations and issues relating to Corrections Concepts Inc. (CCI) and the proposed "Habilitation House" were terminated. The Grant for the "Click it or Ticket" Program for 2006 was approved, and April 2006 was proclaimed as Sexual Assault Awareness Month in Tom Green County. Additionally, the court approved the transfer of a tractor from Road and Bridge inventory to the Parks Department and approved the Texas VINE First Amended Annual Maintenance Grant Contract for Fiscal Year 2006. Other actions included approving a request from Trek Resources, Inc. to install a road bore underneath Carlsbad Loop West, approving a request from the Millersview -- Doole Water Supply Corporation to bore under Robbie Jones Road, accepting the recommendations of the committee and entering into negotiations with the firm of Craig Kinney Architects/ Holzman Moss Architecture for the renovation of the Hemphill Wells Building for the library, accepting the Library Strategic Plan by Averus, accepting Tract 1 of the Lehr Subdivision, approving the out of state travel request for Court Security Training, approving the Professional Services Agreement between Tom Green County and Allison, Bass & Associates for Assistance in the Revision of the County's Subdivision and Manufactured Home Rental Community Development Regulations, and accepting the proposal from Stone Key Estates regarding road construction and maintenance.

The meeting included discussions and actions on various topics such as GTE Southwest requests for communication lines, sale of tax foreclosure property, updates on the new jail construction, and the Census Volunteer Program. The court also discussed the use of Texpress package delivery for the library, a lease agreement with the Tom Green County Tax Appraisal District, and accepted the Thunderbird Rural Transportation System's semi-annual report. Additionally, there were discussions on the County Computer Upgrade, the Infrastructure Development Plan for Fruitland Farm Manufactured Home Rental Community, and the Sheriff's of Texas Agreed Response (STAR) Program. The court also considered an amendment to the health plan involving weight control medications and line item transfers.
