The meeting included a hearing for the CDBG 2026 Application. Key projects discussed were sanitary sewer improvements for Pine Street, which is anticipated for 2027, and the Bosacco Park project scheduled for April. There was no grant application submitted for the pool. Discussion also occurred regarding committee function and leadership appointments for Parks and Recreation, Beautification, Personnel, Public Works, Public Safety, Finance, and Transparency committees. Several resolutions were prepared for authorization, including Resolution 2026-14 for the Community Development Block Grant application, Resolution 2026-15 to award the Walnut Street Resurfacing bid to Premier Concrete, Inc. for $221,121.25, and resolutions to request grants for Water Street Park Basketball Court Renovations, Borough Hall Modernization, and Pine Street Sanitary Sewer Improvements.

The Special Council Meeting addressed public comments regarding the part-time secretary position and Borough office hours, which will generally be 9 am to 3 pm, extending to 6 pm on legislative meeting nights. Several resolutions were presented, including motions to appoint the Borough Manager/Secretary, Borough Solicitor, Borough Engineer, and Borough Treasurer, with varying levels of success. A motion to appoint a Towing Company included discussion on modifying the termination date to January 4, 2027. Motions to appoint Code Enforcement and Part-Time Secretary were tabled pending further review. The Council passed motions to approve scheduled monthly meetings and the appointment of a Borough Special Labor Counselor, as well as motions to approve alternative compensation and designate authorized bank signatories. Finally, a motion to approve intent to amend/modify the 2026 Annual Budget was passed. The meeting concluded with a motion to adjourn.
