The Roslyn City Council convened a special meeting to address several key items. The council addressed the 2011 budget, authorized contracts for Municipal Court Services through 2011, approved a change order for the Old City Hall/Library Remodel Project, and authorized a professional services agreement for the Second Street Alley Sewer Replacement. Additionally, they accepted a donation to the Gary Parsons Book Fund from the Friends of the Library. An executive session was held to discuss potential litigation and the qualification of a candidate for elective office.

A public hearing was held and continued regarding the 2012 Preliminary Budget and the 2012 Property Tax Levy & Resolution. The 2012 Final Budget & Ordinance's public hearing was opened and continued to a later date. A resolution amending the fee schedule was approved. The council discussed flooding issues, requesting a plan from public works. Additionally, the council decided to send a letter thanking the County Commissioners for the library contract.

The meeting included updates on an emergency declaration. Appointments of Jennifer Basterrechea and Ben Flowers to the Planning and Historic Preservation Commission were confirmed. A public hearing on medical marijuana dispensaries and gardens was held and continued. Council also discussed Mayor and Council concerns and initiatives.

The meeting included discussion and approval of a resolution authorizing an agreement with Gray & Osborne, Inc. for pre-planning and environmental work for the water transmission main project. Also, a resolution authorizing an agreement with Mid-Columbia Fisheries Enhancement Group for work on the Roslyn Urban Forest Riparian Restoration Project was discussed and approved. A further resolution authorized an agreement with Vision Municipal Services for the utility and financial software upgrade. Information was shared regarding donations for victims of the Taylor Bridge Fire and a public information meeting about the fire.
