The Winthrop Comprehensive Plan envisions a vital economy and livable community welcoming to residents and visitors. Key areas of focus include orderly development within the town's capacity to provide essential services; a suitable array of commercial and residential uses, including mixed-use areas; a well-functioning transportation network for all users; well-maintained infrastructure; promotion of the western theme; a trail network connecting to Methow Trails; visual and physical access to rivers, open spaces, and recreation; protection of shorelines and natural features; and continued efforts from town officials to further plan objectives. The plan aims to define a vision for the community's development over the next twenty years, establish goals and policies to guide land use regulation, designate and protect critical areas, establish long-range planning guidance, encourage balanced economic growth, promote the western theme, improve the physical and social environment, promote the public interest, and promote citizen participation.
