The City Council meeting included a call to order and roll call followed by the approval of the meeting agenda. The City Attorney announced that three separate matters of existing litigation were scheduled to be discussed during the closed session.

The City Council meeting included an announcement of decisions made in a closed session regarding litigation. A proclamation was presented to the Neptunian Women's Club in recognition of National Volunteer Month and their community contributions. The council reviewed an environmental update regarding Earth Month events, including a tree planting initiative and a biodiversity blitz. Additionally, public comments were heard concerning the behavior of individuals filming in public spaces and the associated police response.

The Planning Commission discussed and approved a master use permit amendment to upgrade an existing type 41 alcohol license to a type 47 license at 1131 Manhattan Avenue, allowing for the sale of distilled spirits in addition to beer and wine. The meeting also included staff updates regarding building plans for the Scout House and progress on recent code amendment work related to accessory structure setbacks and outdoor dining.

The joint meeting focused on discussing the City Council work plan items related to the Commission, the Commission's role in the review of the Capital Improvement Plan, involvement in traffic enforcement issues, and responsibilities regarding budget concerns.

The community meeting was held to discuss the proposed development impact fees for the city. Key discussion topics included the rationale behind initiating the impact fee study, particularly in response to the housing crisis and residential overlay district projects, as well as the methodology for calculating these fees. The presentation covered the three common methodologies used—existing inventory, plan facilities, and system plan—and detailed how these are applied to various fee categories including Quimby Parkland and in-lieu fees, general government facilities, police, fire, transportation, storm drainage, water, and wastewater. Information was also provided regarding the requirements of the Mitigation Fee Act and Assembly Bill 602, and the future consideration of these fees by the city council.
