This report, submitted by the Illinois Recruiting & Retaining Public Employee Firefighters and Paramedics Task Force, addresses critical challenges in recruiting and retaining these essential personnel within Illinois. It proposes comprehensive solutions across four key areas: streamlining certification processes for firefighters by removing barriers and facilitating transitions; addressing disparities in retirement benefits; simplifying paramedic licensing and program approval processes; and exploring regionalization for enhanced operational efficiency and resource optimization. The recommendations aim to significantly improve statewide recruitment and retention outcomes, thereby strengthening public safety and emergency medical services.

The meeting convened to discuss potential legislative ideas concerning the Fire Service Institute Act and the Fire Protection Training Act, specifically focusing on changes related to community colleges and removing academy attendance requirements. Key new business discussions included certification processes, challenging the State Exam, accepting training documentation from other states for firefighters and chiefs, and exploring paths for military personnel and nurses entering the field. The task force also addressed lowering the minimum age for firefighters from 21 to 18, considering impacts on pensions, and the potential for a state-level journeyman/firefighter card, referencing Senator Halpin's current bill (SB193). Other topics included facilitating National Registry of Emergency Medical Technicians exams in Illinois and reviewing HB1150 regarding the Property Tax Code and its impact on formerly exempt departments.

The meeting included discussions on community colleges, potential legislation, and the final report check-ins. The task force discussed the need to request approximately $5M for grants, potentially $10,000 per student, and a MAP grant of $2,500 towards curriculum. Items for potential legislation included a nurse path grant, age 18 considerations, pensions, and $5M for community college funding. Members were encouraged to provide changes or suggestions to OSFM for the report. The task force expressed interest in continuing the conversation, with potential for meetings this summer or fall, and the possibility of breaking into smaller groups. Additional topics mentioned for future conversations included mental health and apprenticeship programs.

The task force meeting addressed challenges in standardizing care across different regions, focusing on variations in volunteer involvement, rostering, geographic area, and population served. Discussions also covered data availability from districts and the role of IDPH. Community college incentives, curriculum approvals, and the need for more classrooms were discussed. The task force explored expanding the employee pool, considering age eligibility and successful programs in Finland and Oregon.

The task force meeting focused on the extension of the task force deadline, holding meetings across the state, and reviewing a 2012 Emergency Medical Services Task Force report. Discussions included different pathways to becoming a firefighter, simplifying EMS licenses, addressing EMS positions with on-the-job training, and the impact of shortages on recruitment, retention, and firefighter burnout. The task force also considered the priorities of the new generation of employees, work schedules, firehouse culture, salary comparisons, difficulties with the EMS exam, the increasing percentage of EMS calls responded to by firefighters, community college class approvals, regional rule variations, and the restructuring of fire departments. Additionally, the task force explored the costs of community college programs, IDPH input, regional exams, and strategies used by other states.
