The Board discussed holding a workshop in October to address bylaws and the Emergency Plan. The Fire Chief reported on the cessation of interim ambulance service in Heppner and Irrigon, allowing for a more robust response model at Station 81 and the resumption of presence at high school sporting events and inter-facility transports. There was also discussion regarding an internal housing loan program to encourage employees to purchase homes locally, and the Board requested more information from the District's attorney. The Fire Marshal reviewed his report, noting activity at the new youth crisis building, and the quarterly check from the City of Boardman for inspection fees. The Training Division reported on training hours received by team members, covering various topics including EMS protocols, rope rescue, and pump operations. The EMS report indicated a significant increase in total calls compared to the previous year. The Financials were reviewed, and the status of payments from Morrow County for interim ambulance service was discussed. The Board then went into an Executive Session to review and evaluate the employment-related performance of the chief executive officer.

Discussions included updating Board Bylaws to policies per SDAO recommendations, with the latest draft to be reviewed next month. The Fire Chief reported on the partnership with the City of Boardman on the new Fire Safety Committee, which aims to create a clear enforcement ordinance. Updates were provided on a lawsuit against the CDA, with a jury trial date forthcoming between April and December 31st. Disbursals from CREZ II were received, and a minor disbursement is expected from CREZ III. Progress was noted on the new ambulance. The Board discussed funding opportunities for a future training tower with Amazon and the need to draft the next five-year strategic plan as current goals are met. Action was taken to approve the purchase of a 2026 Dodge Ram 2500 Pickup, using funds from the sale of a 2016 Tahoe and CREZ II funds. Reports were given on Fire Loss Management, Training (including CPR classes and company inspections), and EMS calls. Financially, the Budget-to-Actual report was deemed satisfactory. A dinner was suggested to recognize the retirement of Paramedic Del Turner in March.

The board workshop is to address and compile board member by-laws to help guide the board members in their positions. Open discussion on any topic is welcomed, but decisions requiring board approval will be made at the December board meeting.

The meeting included discussions on the Columbia Development Authority (CDA) land annexation, IGAs with the Oregon Military Department (OMD) and US Navy, the sale of Type 6 apparatus, and the upcoming May elections. The Fire Marshal reported on Amazon inspections, while the Training Division highlighted team training hours and certifications. The EMS report covered calls for service and training, and the Fire Officer reported on total calls and the paramedic program. Financial reports indicated good budget lines, and communications mentioned staff participation in the Read America Program.

The meeting included recognition of Medic Del Turner for obtaining grants for training devices. Discussions covered the 911 Tatone Fire Station, upcoming Ribbon Cutting and Open House events, and the Ambulance Transport License with ongoing negotiations for an Intergovernmental Agreement (IGA) with Morrow County Sherriff Office (MCSO). The Rescue Boat is undergoing maintenance. Administrative staff is scheduled to move to the new station. The board approved the 2023-2024 Bond Budget and the 2023-2024 General Fund Budget, along with resolutions for both. Reports were given on fire loss management, EMS activities including grant-funded training equipment, and a major fire on Interstate 84. Financial reports were reviewed, and a letter of thanks was received for assistance with a drone leading to the capture of a suspect.
