This document outlines the FY 2027 Unified Planning Work Program, detailing the comprehensive planning activities for the West Central Ohio Rural Planning Organization from July 1, 2026, through June 30, 2027. The plan also supports broader goals from the 2050 Long Range Transportation Plan, focusing on transportation safety, maintaining a state of good repair, environmental sustainability and resilience, expanding access for all users, strengthening economic competitiveness, and increasing collaboration among stakeholders.

The meeting involved several financial resolutions, including appropriation modifications for the County General Fund and appropriations for unanticipated revenues in the Computerization, Probate Court Fund, Auto License & Gas Fund, and General Ditch Fund. The Board awarded the contract for 2026's bituminous materials to Asphalt Materials, Inc., following a bid opening on February 19, 2026. The Commissioners also approved various then and now payments, purchase orders for services and materials, and purchase order adjustments for landfill propane and ditch work. A maintenance update was provided covering issues such as driveway stone availability, building inspections, lighting repairs, a frozen water line, and landscaping plans. The Board also discussed the annexation process for Sewer District #2 and recommended Mary Gerding for an open position on the Library Board.

The Board of County Commissioners addressed several financial and operational matters. Key actions included the approval to sign RFP #003 for the EMS building addition, increasing the cost by $7,478.90 for revised electrical drawings. Resolutions were adopted to appropriate unanticipated revenues for the fiscal year ending December 31, 2026, including $5,280,000.00 for Capital Improvements (Fund 008) and $40,000.00 for Auto License & Gas (Fund 002) contracts/services for bridges. Approval was granted for a 60-month uniform agreement with Cintas for maintenance staff. The Board also approved several then and now payments, purchase orders, and purchase order adjustments, including funds for the construction of the EMA building addition and travel requests for Sheriff's Deputies. Outside of formal agenda items, discussions were held regarding ditch projects, county sales tax rates compared to neighboring counties, and a resident's property damage complaint against village employees, for which legal counsel was recommended.

The Board of County Commissioners addressed several resolutions and actions. These included closing the Putnam County Court House at noon on Good Friday, April 3, 2026. Transfers between fiscal year funds were approved, specifically from the Workforce Investment Act fund to the Job & Family Services fund. Approval was granted for travel expenses for Job and Family Services personnel in February 2026. Appropriations were established for the PutCo Water/Sewer fund and the Planning Commission fund. Then and Now payments were approved for various county departments including County General, Office of Public Safety, and Probate/Juvenile. Purchase orders and blanket purchase orders were approved for Solid Waste District, Dog & Kennel, Job & Family Services, O-G Road Complex, PutCo Water/Sewer, Capital Improvement, and Planning Commission. There was a discussion regarding court software replacement, potential security camera installation, and a landbank check signer change. The Board reviewed changes related to the EMS building addition construction. An executive session was held to discuss employee discipline, after which it was noted that no decisions were made. Further discussion involved an ambulance remount recall requiring chassis exchange and refund processing. A resident raised concerns about annexing to the Village of Ottawa and water service threats, with advice given to seek legal counsel. A bid opening for the Airport Box & T-Hangar Construction was held, but the bids received were deemed too high relative to the available funding, leading to a decision to table the bids for review and rebid the project after scope adjustment. A discussion was held regarding postage fees. The Commissioners followed up on a dog welfare concern involving an injured dog picked up near the Putnam-Paulding line and subsequent communication attempts with the owner. Finally, the minutes from February 12, 2026, were approved.

The meeting focused on several resolutions and actions related to the 2026 fiscal year. Key actions included the appropriation of unanticipated revenues for various funds, such as County General/Muni Courts, Sheriff, and Putnam Acres Care Center. The Board resolved to receive sealed bids for bituminous materials on February 19, 2026. A management contract for the Putnam County Airport for 2026 was approved. Additionally, Daniel Bollett was re-appointed as the bee inspector for Putnam County for 2026. The payment of December taxes was extended until February 13, 2026. Several fund transfers were approved between Child Support Enforcement, Job & Family Services, and Children Services. The Board also approved various then and now payments, new purchase orders for multiple departments including Sheriff travel requests, and several purchase order adjustments.
