The Bland ISD HQPK Family Engagement Plan is a strategic roadmap designed to cultivate strong, collaborative relationships among families, schools, and the community. Focused on high-quality prekindergarten, the plan outlines key components such as facilitating family-to-family support, establishing community resource networks, enhancing family participation in decision-making, and equipping families with tools to extend learning. It also emphasizes professional development for educators, continuous evaluation of engagement efforts, and the implementation of linguistically and culturally inclusive practices to ensure successful outcomes and the full potential of all young learners.

The Board of Trustees of the Bland Independent School District desires to adopt an order to provide for the calling of the Voter-Approval Tax Rate Election to be held on November 4, 2025. The Board has set the District's 2025-26 tax rate at $0.93693 per $100 of taxable assessed valuation, which exceeds the District's voter-approval rate. The District is contracting with Hunt County and Collin County for the administration of the Election. Early voting shall begin on October 20, 2025 and conclude on October 31, 2025.

The Board of Trustees of the Bland Independent School District desires to order a special bond election to be held. The bond referendum is subject to the provisions of Section 45.003, Texas Education Code, and the District is contracting with Hunt County, Texas, and Collin County, Texas, for the administration of the Election. The election shall be held in the District between the hours of 7:00 a.m. and 7:00 p.m. on November 4, 2025. Early voting by personal appearance shall begin on October 20, 2025 and conclude on October 31, 2025.

The meeting included the installation of elected board of trustees, approval of organization of officers for the board of trustees, principals' reports, technology director's report, FIRST report, superintendent's report. The board also considered and adopted campus improvement plan objectives for Bland High School, Middle School and Elementary School. The meeting also covered resolution regarding extracurricular status of 4-H Organization, Texas A \& M AgriLife Extension Service Adjunct Faculty Request, and resolution regarding benefits for employees. The board then moved to an executive session to discuss employment of personnel and consider board of trustees code of conduct and standard operating procedures, then reconvened to public session for any possible board action on agenda items.

The Board of Trustees held a special meeting to discuss and act on several key items, including the budget and proposed tax rate for the 2023-2024 school year. The board considered and approved proposed budget amendments for the 2022-2023 school year, adopted the budget for multiple funds and the compensation plan for the 2023-2024 school year, and adopted a resolution to set the tax rate. Additionally, the Board approved a resolution to declare a Good Cause exception for House Bill 3 regarding the Armed Security Officer Requirement.
